"The Manitoba government agreed to pay $129 million to settle a class action lawsuit regarding the segregation of incarcerated youth. The lawsuit alleged that the province subjected children to solitary confinement, which it described as 'torture'. The settlement also covers adults who spent more than 15 days in segregation or had mental health diagnoses."
